When should I formalize my HR department?

My business plan calls for hiring about 20 people next year. Traditionally we do all our own recruiting and interviewing only occasionally looking to professional recruiters. Our Company is about 18 months old so it's likely time I should start thinking about creating more formalized HR department. Unfortunately, my investors see this as unnecessary overhead, especially given we have managed to do all the hiring ourselves. What advice do you have on how I should deal with my Board and also what the mandate of the HR department should be, if I do end up creating its first role for next year?

Thanks for the reply -- the HR market seems filled with many people -- we interviewed a bunch, it's hard to know who really can get the job done. Any suggestions as to some of our selection criteria?
